Ilhae Park was completed in August 2004 and, after opening under the provisional name 'New Millennium Forest of Life,' has used the name Ilhae Park as confirmed from January 2007. Ilhae is the pen name of Chun Doo-hwan, who used the name Ilhae through the Ilhae Foundation even during his presidency, and Hapcheon-gun named it Ilhae Park in the spirit of honoring former President Chun Doo-hwan's achievements and promoting Hapcheon externally. A total of 6.8 billion KRW, including 2 billion KRW of Gyeongsangnam-do provincial funds, was invested in building Ilhae Park, completed on a 53,724 ㎡ site around the Hwanggang River, with walking paths, a March 1st Movement memorial tower, an outdoor performance venue, an inline skating rink, a lawn plaza, an artificial-turf field, and a gateball court. A grand-bell memorial stele and a grand bell for the residents of Hapcheon-gun are installed, and a bell-tolling event is held here every January 1; with well-maintained walking paths and gardens, it is a good park for an outing.
